I tend to think that Jack, at this point in his life (and perhaps forever after, who knows?) used the seduction trope as whatever he wanted it to be: mission-based (either tactical or strategic); for personal fun; for forgetting; and for the comfort and support of people for whom he cared. And I think he was using the comment in very much that latter sense in this case.

Although, if the Doctor had responded the right way, I doubt Jack would have fended him off. Heh.
