When Jack first met the Doctor and Rose, in S01 of New Who, he told them that he had been a Time Agent, but left that agency when he discovered that it had taken two years of his memories, memories he hadn't been able to recover. That loss impelled him on his career as a con man, because he was using cons at least in part to get back at the Agency.
Thanks for the kudos - and, since I occasionally speak archaic, I very much appreciate your use of the term in relation to my world-building. That's exactly the response I was hoping to elicit.
