42 really is among the worst of New Who. I rank it higher than Love & Monsters, but that's about it. Your point about Tennant's best performances being quieter is a valid one, although I would argue that he can make the loud and unrestrained style work when the Doctor's happy. When things go well, Ten is exuberant and unrestrained, and it seems just right. When he's angry or grieving, his reactions of shouting, screaming, and prancing about often feel OTT, but when he's smoldering or quietly vulnerable the performance can be very strong.
